Threatened for a payday loan

The county called and said they were going to serve me with papers to appear in court on my payday loans the amount is 1700 with fees. I paid $400 today just to ward them off so that I didn't have to go to court I really can't afford to pay $400 every two weeks though but didn't know what else to do
