I've 3 credit card debts totaling $783. I'm not in a position to pay them off. Can my creditors arrest me for this?

You can't be arrested for any amount of outstanding debt. Being in debt is a civil matter and not a criminal offence. You should understand that theoretically you didn't steal the money. Rather, you just have a contract with the credit card company that you'll borrow money and pay back at your ease. If you, however, don't pay back the borrowed amount, your creditors can just take you to the court.
