Are we still responsible to pay a credit card bill that we haven't received for 4 months?

We’ve visited the credit union several times to check out address. They never offered an online billing option or any other method rather than the traditional old paper bill and we still have not received a bill and now it has been 4 months. We have received other mails from them such as account statement, but never the credit card bill. Is there something wrong going on?
