Don't fax documents without verifying identity of the collection agency. This can be a scam.

A debt collector has called me for more than 50 times in last 15 days. Asking me repeatedly to verify my date of birth but not providing me with proper identification of the firm from which he is calling. Can these people do this legally? I’m going to fax a cease and desist letter..

They are simply violating the FDCPA or any such state law that the state you are living in might have. The fdcpa prohibits any debt collector from calling so many times to collect on a debt. There are other protections as well. You can sue them in small claims court and demand up to $1000 as compensation.
