Have outstanding medical bills of about $3,500, for which we are paying bit by bit. But, they're sending it over to collections. Why are they not agreeing to our payment plan? It's not that we don't want to pay, just need want to repay them as per my convenience.

It usually doesn't work that way (the way you only want it to be). The payment plan should be mutually agreeable, and same goes for the settlement amount. How can they be sure how much you're going to pay, when you're going to make the payments, whether or not you'll be regular or not? They can evidently send your account over to the collections, to get rid of the uncertainty. Negotiate with them (creditor or collection agency) to arrive at an affordable amount, arrange a payment plan if possible, and get that in writing before you forward any payments.
