I'm from CA. Heard about the RFDCPA. Does this act make sure that the in-house collection practices stay fair too? Can I ask my creditor to cease communication citing these laws?

The state specified laws regarding debt collection in CA are much broader than the federal FDCPA. The California FDCPA itself sometimes goes by the name of the Rosenthal Fair Debt Collection Practices Act (RFDCPA). And you're right.. it does enforce regulations on the creditors and the in-house collection practices. So, you can send them a letter asking them to cease communication if you want. If they don't stop contacting you after that, they'll be in violation of the state laws.
