If you pay off a delinquent debt that was past due for 3 years, the information about it will remain on your credit report for another 7 years.

I've a 3 year old telephone bill on collection. I think that paying off the debt in full today will restrat the debt clock on the account, thus the debt will be showed on my account for 7 more years from today. Would paying off the bill help raise my credit score? I'm not sure whether I should pay off the bill or keep it as it is or another 4 years.

If you pay off a delinquent debt that was past due for 3 years, the information about it will remain on your credit report for another 7 years. This will just show that you were delinquent on your account and finally paid off. However, this won’t really do any good to your credit score.
