I have not returned a book to the library. They have slapped me with a penalty. Will it make any impact on my credit score?

It can drop your credit score if the library reports the fine to the collection agency. Collections are reported to credit bureaus and these will remain on your credit report for 7 years. How much have they charged you? If the amount is really less, then it may not be assigned to the collection agency.
