Was trying to keep a business and had filed for a chapter 11, now converted it to chapter 7 after moving south. Never really filed a statement for statement regarding my real property which is again upside down. So am I then liable for the HOA fees until I actually file a Statement of Intention?

First thing you should understand is that Statement of Intention doesn’t affect any HOA dues owed. You're essentially liable for the HOA dues ever sine the conversion to Chapter 7.
