Usually, mortgage arrears don't accrue interests under Chapter 13 bankruptcy plan.

I have past arrears on my mortgage which will have to be paid through CH-13 payment plan. I wanted to know whether interests are charged on those dues. Is there any specific interest rate for that?

Well, interests and penalties are usually not charged on the arrears. However, you'll need to bear additional charges as the trustee gets administrative fee or commissions. It's not possible to give a specific answer since the court decisions vary from one another. Hope you're seeking appropriate attorney guidance for your bankruptcy. He or she’ll might be able to offer you specific answers because of his association with the local court.
