I have an payday installment loan that I cannot afford. The loan amount was for $2,200.00 and I was given a payment plan of $398 due every two weeks. I have made six payments thus far. Because this is an installment loan the PDL is not required to offer a repayment plan. Is there anything I can do?

There are lot of things you can do. First of all, tell us the name of your state and the pdl company. Check if the company is a legitimate one. Secondly, check out the pdl laws in your state as well.
