A neighbor is harassing me! Can fight legally?

We hve a neighbor who has just arrived from hell! He harasses and bullies me but pose as if the finest guy in front of my husband. He is very sly and demeaning! Recently my husband got an opportunity to discover his deeds and was just appalled. I’m already suffering from anxieny problems and this pervert making things worse. My husband was recently diagnozed with stage 4 cancer and obviously we are in very bad shape. Our neighbors are not of much help and now this monster has joined them. Do we have any legal option to reply this bulldog?

You are really in bad shape and my sympathies are with you. Yes, you obviously have legal options and to find one, you should immediately consult a criminal defense attorney. But I believe that is a secondary issue since your husband has already been diagnosed with Stage 4 cancer and your prime focus should be to cure him anyhow possible.
