Contact the Department of Financial Institutions (DFI) and verify the license of your payday lender. If your payday lender is an illegal service provider, you just need to pay the principal amount. Lastly, owing money is a civil issue and not a criminal offence. No one can arrest you for that.

You haven't mentioned what deadline you're referring by Feb 2012. Well, you can't be arrested for not paying a payday loan as it is not a criminal offence. If you don't pay the amount, then your payday lender can just sue you within the SOL period.
