It's of course legal and you can obviously publish your nonprofit's budget publicly.

I’m a member with an ngo in austin texas, which is a nonprofit group. We strive to remain straight with our transparency policies. The leadership is therefore wanting to make our budgeting information public, but they fear legal repercussions. Is this legal in Texas to public budgeting information?

I’m not aware of any such law that prohibits and organization from publicly disclosing its budget. No law prohibits an an organization (that includes government agencies, profit corporations and nonprofit organizations) from displaying its budget publicly. The only exception is that I believe budgets of agencies engaged in secret activities such as the CIA, NSA and some agencies of the department of defense.
