You can check out the pro bono services. There are some legal offices/ law firms that offer bankruptcy help without charging any money. You just need to find out those firms in your state.

thanks for the the informative comments,  but what if the the person who want to file bankruptcy couldn't hire a trustee or a consultant lack of financial state. what would that person do?

Actually it depends on which chapter of bankruptcy you're planning to file. It also depends on how long ago you've filed. However, keep in mind the fact that if you haven't obtained a discharge in your previous bankruptcy case, then filing a new one wouldn't be possible at all.
