Although there is no such rule yet it might be tough to get a government job.

My $8700 debt was discharged 2 years ago in a bankruptcy. Now I'm looking for a job. Can that bankruptcy filing do any effect upon getting a job?

According to TITLE 11, CHAPTER 5, SUBCHAPTER II, § 525 of US Code, no private employer can take partial decision regarding employment only because the jobseeker had filed for bankruptcy and it's there in his credit report.

However, these days many government institutions hesitate to offer a higher position to such a person who has a negative credit report.

Yes, bankruptcies for sure have an effect upon getting a job. These days, most employers will run a credit check on you. Actually, this has become a custom now. Keep two things in mind. How old your bankruptcy is and how your credit report looks right now.
